yamaha 130 surges

My 1989 yamaha 130 hp surges at rpms above 4300. like it is starving for fuel, I had the carbs cleaned last month, does this sound like a high speed jet or possibly a fuel pump?

Fuel restriction or fuel pump diaphram. Does the primer bulb get hard? If it doesn't go for the fuel pump diaphram first. Check you filters too.
