I recently purchased a 23 mako with this Yamaha 200ETXF. 200HP 1989 motor. I do not have water coming out of the the pisser valve I changed the water pump and and new thermostats still no water then I opened the poppet valve thinking the spring is hung but it's free there is no blockage in the line as I put a garden hose to the system and flushed it out. Any ideas on what else to do.lower unit is submerged in a barrel of water not using the muffs.

Try the flush muffs, you might not be deep enough in the barrel, IDK how deep is enough.
If you don't see water in 30 seconds turn off the motor before it burns up. Hey wait a minute, get a piece of weed wacker line and clean the bugs out of the water indicator hole, it's worth a try it's easy and , the boats been not used. I guess south florida? Nice boat.
Your good to know about the poppet valve, so no water before and after you changed the impeller,.

Are you sure the water tube is clear, with your flushing, if not drop the lower unit and make sure it's clear.
Did your old impeller come out in one piece, if not the missing pieces are blocking your cooling passages
Try the muffs first..

you can try blowing compressed air up the tell tail while running the motor to see if that will move things around if running something up it does not clear the blockage
