Yamaha 4-stroke won't start

I picked up a 1992 Yamaha 9.9 hp four-stroke that was set up for remote throttle. I re-attached the tiller handle cables but am having trouble starting it. I don't know much about 4-strokes. I can't seem to find a choke on it, and by all indications it doesn't have one. The pull start works normally, and it is getting fire, just not starting.

Can anyone use this vague amount of information to help out with next steps? Thanks

Before starting, make sure to pump the primer bulb til it's firm. Pump the throttle twice (more in cold weather) and return the throttle to idle. Only start with the throttle at idle.

Re-reading my question, I guess it was more vague than I thought. This motor acts as if the kill switch may be stuck. I toned the switch out with a voltmeter and it seemed to be working but the switch has almost no travel to it at all. Is there a possibility of the kill switch causing the problem, but still give an indication of spark with the spark plug removed from the engine?
