Yamaha 50 HP, Tilt won't tilt, trim won't trim

Hi guys,
I'm new to this forum and having some issues with my motor and I'm hoping someone can help. I have a 2007 two-stroke Yamaha 50 and I can't get it to trim. The batteries are fine and have full power and I can still hear the solenoid clicking, but I can't get the motor to raise or lower. It gradually lost power, so I'm assuming it's not a fuse. Any ideas? Any advice?

What do you mean it gradually lost power?
Can you raise and lower the motor manually with the release valve turned all the way to open?
Is the T&T motor rusty?
Have you checked for voltage at the motor leads when you push the buttons?
