EDIT: Nevermind. Found my answer right here on Iboats.
My question was what is that toggle switch between the key slot and the kill switch lanyard attachment on a 12 year old Yamaha 703 side console control.
Answer is that it is a choke switch. Up position is choke. Down position is run normally.
My motor WAS always a bit tricky to start, but always restarted when warm.
Makes sense now.
