yamaha c75 1996 idle tuning help

Recently cleaned out the carbs on my yamaha 1996 75hp and need some help getting it properly tuned. I have several questions so please bare with me. It idles ok now but how do I know if the idle screws are adjusted too lean? Too rich? Is running it too lean bad for the engine or is the only consequence rough idling? It seems like it would be difficult to get it just right since there are 3 carbs to adjust. Do you need a vacuum gauge to properly do it? Also one of the floats does not rise as much as the other 2 but it's close. Does the float level really matter? If so, what is the correct height for these? One more thing. When I started taking off the carbs I noticed the throttle control that pushs up against the arm on the carburetor (don't know the correct terms for these so I uploaded a picture) were touching eachother. Now they are about 1/8 inch apart. Does that matter? Thanks so much for any help!
