Yamaha F115LA what should be the TPS voltage

Hello, my 2012 Yamaha F115LA idle roughly and surges between 600-1000 rpm. I have cleaned the injectors, VST tank, filters, checked fuel pressure etc... Nothing seems to work. Today made my own wiring harness and checked the TPS voltage. Input voltage was 4.98V, but output voltage was 1.02V. I thought it should be around 0.7 volts. But I don't have service manual for my F115LA model, and the Yamaha Parts listed a different part number for my motor - 68V-85885-10-00 versus 68V-85885-00-00 for older F115 motors. Does anyone know what the output voltage should be for my TPS? And how do you adjust it?

.7v is typical. But remember.....the throttle valves must be in closed position when checking. Also a maladjusted throttle body will cause the ECM to work the crap out of the IAC and likely cause a surge....
