Yamaha F80AET Q - blowing 30 amp fuse

I have a Yamaha F80AET Q 2003 OUTBOARD four stroke, after a good run coming to shore engine seemed to run rough, after shutting down power would not restart, & lost tilt/trim, keeps blowing the 30amp fuse. With battery disconnected and multitester + lead on the 30amp fuse red lead [disconnected from starter relay] & - lead to to engine block the circuit is Open, where may I look next. Starter motor works & Starter relay seems okay, that is when disconnected & tested to positive to Neg it is not an open circuit & no resistance indicated, any input most apprecoiated.

is it blowing the fuse before you turn on key or only after the key is in the on or start position?

I tried with Key On & Off, still blows 30amp, I tried with Blue & Green disconnected off Trim U & D relays & with the Positive lead from relay off, still blows. I also tried to test the Trim U & D switching, placed ground on multimeter & Pos. to the Blue then tried the Green no voltage indication & same result with test light. As I mentioned with battery disconnected & with 30amp fuse wire isolated from relay, when I test the fuse lead with multimeter the circuit is Open from the fuse to engine block. Can this occur from the starter relay if it is still connected to starter solenoid & is shorted. Also now confused why the Trim relays don't produce readings -----

If it is blowing the fuse it has to have something shorting to ground on the down side of the fuse.
need to retest
