yamaha 'fuel cup assembly' question

My 99 Yamaha SX200TXRX surges. During throttle up, at about half throttle, it dies to about idol speed, then immediately regains power and speed, then dies again, etc. I noticed that the fuel level in the cup, which is attached to the engine, is just full enough to reach the filter portion of the filter element. The cup is not completely full, does it need to be? It appears that fuel is not reaching the exit point at the top of the cup assembly. If this condition is not normal, can you suggest a troubleshooting method? Thanks.

its normal. the surging is not
check for fuel restrictions and clean the vst filter

The vst filter did need cleaning, that's for sure. I Thanks for the quick reply.

i need to clean my filter as well. the manual says to use a solvent to clean the filter element. what is a good solvent? is brake cleaner fine?
