Yamaha Q-lok help needed

I bought my boat used almost 2 years ago with a 2004 ox66 200hp. The 2 upper transom/motor bolts have the above mentioned Q loks on them as an anti theft deterrent. I have the keys but cant figure out how to access the "female" side as it is covered by a sleeve of sorts. Google has been zero help. I am trying to install a jackplate.
