Yamaha VST filter replacement damper swell?

I opened the VST on my 2001 200HP HPDI motor to clean the filter. Wouldn't clean up so I ordered a new one. I put the tank back together for safe keeping till the part arrives. I put the filter back on before reassembling.

I noticed when I assemble the filter seems to contact the bottom of the tank and there is a little gap between the top and the tank till I screw the screws down. But that seems to be compressing that damper and pushing the filter against the bottom. Is that normal? Seems to me it would restrict fuel flow. I should mention that I left the O ring out for now but it doesnt seem thick enough when seated in its groove to keep the filter from being pushed against the bottom of the tank.

Disregard this. The filter was not contacting the bottom. That round plate that sandwiches the damper contacts a slight raised shoulder down in the chamber. By design apparently.
