Re: year and horsepower please plus.....
First things first.

Lower unit must be clean and free of rust and dirt and gunk. Damage can occur if gears are rusted together. If this is like my 1958 sportwin the gears turn all the time and move the prop when the cradle moves the clutch dog toward the foward or reverse gear thus engaging the prop shaft.

Empty out old lower unit lube and refil with new lube.

If the prop moves freely in neutral this is good but not all is Ok yet. This means that the cradle is moving freely on the clutch dog, which is good. If it is moving easily on the clutch dog than the other parts are probably OK in there too.

Now shift it into forward and then into neutral, check for free rotation in neutral again, shift into reverse and back to neutral and check for free rotation in neutral again. If shifting moves easily and still rotates in neutral freely than things are probably all OK for the lower unit.

Starting the motor will only make it worse if these things are not checked.

If all is OK then put fresh clean gas mix in it and crank away. Make sure it is getting water to lower unit! Trash can test tanks work great.

If it will not start check for spark. Clean points. Clean plugs.

Still won't start, rebuild carb, adjust carb to specs. Replace cracked coils. Maybe get new plugs?

Still won't start? Check compression. Compression bad? Maybe bad rings or head gasket is bad or head has warped.
