So our boat sat all last year due to Covid and other reasons with loss of many, but finally took it out and couldn’t get going fast to open engine area and saw this yellow glue like liquid just pouring our from under Mercury lid cap on top of engine?

That looks like water is mixing with the oil and shooting out of the engine. Did you winterize the boat. Something may be cracked (block, manifolds).

That is based on description and image. I couldn't open the video.

Yes you have water in the crank case, which fills up until it comes out the valve covers. How was it winterized? Usually this is from improper winterization and you end up with a cracked block typically under the heads in the lifter valley. Also can crack or rot out thermostat housing on underside of intake

Welcome aboard.

How did you winterize the motor?
Is this a salt water boat?

You either have a rust induced failure, or a freeze induced failure

Pulled all drain plugs to drain all water. Just don’t know if other liquids would have froze
Sometimes debris and rust block the drains. Did you prod the opening?

That is either a really serious crack or you ran it a while not knowing. Either way, the engine will need to be pulled.

It’s just finding a dealer that will work on putting it into a Searay between FW/Dallas and Austin. Waco mercruiser dealer said he wouldn’t touch it. Unless he ordered engine and not from them but wants to charge $9-10k

Buy a new longblock for $3k, buy new manifolds for $600, $400 in incidentals, and do the work yourself
