YL275R Zodiac valve troubles

I just purchased a 2000 Zodiac YL275R.On 1 of the tubes when I remove the outer valve cap the tube deflates(rapidly) while on the other side I have to push in on the spring loaded inner valve to deflate the tube.The troubled valve seems to be spring loaded like the other side and I see no visible difference between the 2.The tube seems to hold air with just the outer cap but I just don't trust the valve.The seller was selling the boat for a friend so had no knowledge about the boat.Also no pump came with the boat so any suggestions would be greatly appreciated.

not an expert on Zodiac, but you push in and turn to lock most valves open.

I think you just need to do the "turn" part, and when you let go it will shut and do its check valve thing like the other side

when you want to deflate the boat you turn them again so you don't have to stand there holding them open
