I recently bought a 1983 Ranger 1600V-II walleye boat. Any of you ever heard of it? I cant seem to find any info on this boat. I did find one picture but that was it.

It is a tiller style boat with no steering wheel.

Is this a rare one?

Doubtful if rare. Boat styles come and go. A good indicator of popularity might be evidenced by current models of the same styles. Lots of planning and hard work will make yours one of a kind you'll be proud of!
