I'm not sure what it is. Can you tell from the pictures? I know you have to pre-mix the oil (50:1), and that's about it.
With almost everything being painted black it's hard to see details but I see at least one spark plug and wire to what appears to be a single water-cooled cylinder.
If it has sat very long you can nearly bet that something is clogged in the fuel system somewhere between the gas cap vent hole and the induction manifold unless it was scrupulously drained when stored away. If gasohol was last used then the odds of a gummed up carb just skyrocketed.
If it's a standard magneto ignition system---which is unclear from the pics---then cleaning the points and re-setting them is often required on motors that have just sat for long periods.
If it is a water-cooled single cylinder, magneto fired engine then the revival process varies only in detail from any similar outboard and shouldn't be too difficult. If it has no spark and some form of an electronic ignition system then all bets---and conventional wisdom---are off!
