Check compression and spark first, and if all is well in these two area, read on......
You don't need new or used (expensive) carburetors to cure that problem. Make notes, take pictures, etc...... remove, clean, and rebuild those carburetors using new complete carburetor kits. The cause of the flooding you describe is due to either faulty float needle valves or improperly adjusted floats.
With the model number of the engine, you can purchase the kits at this site, NAPA, or your local dealership.

With the carburetor body held upside down, the float being viewed from the side, adjust the float so that the free end of the float (the end opposite the hinge pin) is ever so slightly higher (just ever so slightly off level) than the other end. And when viewed from the end, make sure it is not cocked.
