Start the engine (in the water of course -- not on muffs). If you have a tell tale stream but no pressure reading, pull the tube off the back of the gauge. If you get sprayed with water, the gauge is bad. If not, the tube is pinched or clogged. If you don't have a tell tale stream, the water pump is bad.

No -- but the alarm will sound if you don't have water pressure. Lack of water pressure causes overheating and the alarm you get signals Overheating.
