Mercontrol throttle adjusment on 9.8 hp?

I have a 9.8 hp merc (SN 5640813). When I adjust the large handle the whole way (either in forward or reverse), the throttle linkage moves very little. I have adjusted the barrel nut all the way to the end of the threaded part of the linkage, and it is still opening the throttle only about half way. The motor will not move any faster than throttle speed in reverse. I am not sure if I have to adjust something (and what to adjust) or if I need a new throttle cable.

If I take the cover off and move the spark advance by hand, it will hit the stop screw and the motor puts out the power I would expect. As it is now, however, when the throttle controll is fully opened, the spark advance arm is about 1/4" away from the stop screw and it barely pushes my 16 foot sea nymph (I would estimate 5 mph at the very most).

Any suggestions would be helpful.

I meant to say "idle speed" not "throttle speed"

Also, I can take pictures if that helps. I think this is a model 110 with the electric ignition.

I am assuming this is a tiller arm model. Something in the linkage and cables is messed up. I think I would take arm/linkage apart again and check to see if one cable is shorter than the other and so reversed? (Although I am pretty sure they are the same length on my '80 9.8) If the same length, see if you have the cables routed correctly so the pull on the little throttle spool is correct. You also may have the cable anchor pins reversed in the holes. You can get a Mercury factory service manual for a 4/7.5/9.8/20/40 hp from ebay or Mercury direct which shows routing.

One other suggestion, try swapping the location of the two cables in the two locking points.

are these locking points inside the control box? The cable connections at the back of the motor don't seem to be interchangeable

Please Help I Have A Trip Planned

I have a trip planned this weekend, and I don't have time to wait for a manual.

I took the control apart, and discovered that one cable has about 4 inches of travel while the other only moves about 2 inches.

Which one do I need to connect to the little throttle lever?
Which one do I need to connect to the larger lever?

Or is one of the cables broken?
