Tilt/Trim Stuck Mercruiser 3.0L

I'm new to all this boating stuff, but I'm trying to learn. I've got a Mercruiser 3.0L I/O with a stuck tilt/trim, when looking for possible problems I discovered two wires were cut on outdrive. The wires are dry rotted and all need to be replaced, do I need to remove entire outdrive to accomplish this?

BTW, What kind of oil goes in the tilt/trim motor, is it 10W30 or ATF?

Is this a 1968 3.0L or a 2008?

Look at the oil already in it.
Red = ATF
Golden = 10W30
Milky = Water/oil mixture = problems

Bondo is right that the outdrive needs to be removed to replace the wires.... but that may not be your problem. When you say "stuck" - does that mean the trim pump runs but the outdrive doesn't move? It may literally just be stuck. Is it in the "up" position? If so, have a friend, (a large friend :) ), stand on it while you use the trim button down.

If the motor doesn't run - does the trailer button work? The wires simply work with the trim limit and the gauges. Most people simply bypass them instead of replacing them.
