It looks too clear to have been stagnant water there for too long. From the looks of where you drilled it, I'm thinking its the void between the outside of the stringers and the side of the boat. It could have been covered over to provide flat space for batteries or trim pumps, but it probably is water accessable further forward somewhere. Usually new(er) boats have the bilges gelcoated so standing water should not pose too much of an issue, however Regal should have provided a drain hole to allow it to drain to the center/aft section of the boat hull where the bilge pump is. That hole could be blocked up with debris. See if there is any way to view where that section of hull could have gotten water into it... maybe under the seats on the bowrider (I think its a BR) or from the center storage locker on the floor between the seats...
