Given by the location of the hole compared to the diagram he overlayed to indicate that the stringer is right at the hole he drilled, I'm betting the drilled hole is on the void side under the flat covered area. I'd think doing what was mentioned above (quoted) on the flat floor section and and then using a shop vac could certainly ecavuate the water and make it become dry. then you can determine if a weep hole can be drilled on the stringer to allow draining into the lower bilge area... making the weep hole like 1 inch in dia. should not cause any structural problems and would allow you to seal it with resin with a sponge brush so the exposed wood in the hole is not going to absorb water. at the same time, use the resin to reinstall the 2" hole plug you removed to vac it out... Might want to do the same on the other side if you confirm this to be the problem.
