ok I have a 1964 johnson seahoarse 18 HP and After changing points,condenssors,plugs,waterpump and a carb kit. I took it out for a test run today before saturdays big fishing trip. The motor still starts hard sometime I have to add starting fluid to get it started but the big problem is I took it up in down the river at full speed seem to run fine but when I slowed down it wanted to stall out and seem to hesitate to go again do you think the wrong fuel mixture would make it run bad I might have added a 3 or 4 ounces more then I was suppose to oops my bad for not paying attention thanks for any help guys

First do not use starting fluid, ever! You can spary premix down the card if it will not start. What are you compression numbers? Is the choke closing fully? Did you do a link and sink? And yes it there is too much oil in the gas it can cause it to run rough. How old is the gas also.

thanks for the help why no starting fluid. the compession was 95 psi in each and the choke closing fully and what is a link and sink and the gas is new

Are you sure that your choke plate is closing tight? I have one of those and there's a little square nylon bushing that the choke lever slides throught that puts friction on the choke lever so that once you let the choke doesn't slide back in and open the choke plate a little, making it hard to start. You need to actually look at the choke plate once you pull the choke and turn it loose and see if it's staying completely closed. Other than that, the only possibility is that your float is adjusted incorrectly and not allowing the fuel level in the bowl to be high enough.
AS to the fuel/oil mix, having a couple of ounces of extra oil will have no effect at all. I usually put a little extra oil in mine.
Starting fluid is not recommended because there's no oil to lubricate your motor while it's running on starting fluid and it can wear on your rings and such. If you have to use something like that, mix up a spray bottle of oil and gas and use that for testing the motor.
Not to scare you, but I personally think if 95lbs. is accurate, then your motor is borderline on compression and that could be why it's idling rough. My '65 18hp has about 125psi. on both cylinders. But I doubt that is what it is. I think it's more likely that your low speed passage is clogged up or you have a vaccuum leak somewhere.
Have you changed your fuel lines and made sure your tank is good and clean? I think something's breaking loose and clogging your low speed circuit up.

thanks for the help the tank and tank line are brand new. now the choke does work a little funny when the motor is running it vibrates a lot. Closed is when you can not see down the throat of the carb. What happens is the pistons draw extra fuel into the cylinders when the choke is closed. By closing the choke it limits the amount of air that can be sucked in and increases the fuel into the engine. Its like shutting the door on your house.

I can't quite remember the 18's choke; is it an automatic choke that has 3 positions (On, Off, Auto) ? Those have a spring that's supposed to keep it steady when in the Auto position. If the spring breaks, they flutter around and can cause real problems.

Ya there is a sping on this carb to that goes to the choke it all seems like it dont work right any ideas on how to fix all that choke to help maybe take care of that

Thanks I will take a look at then see what is wromg with it if any
Can you tall me what part number 42 is suppose to it just sit on top of part 28 is that what it is suppose to just dont look right

One end of #42 will snap into #45 and 46. Don't know where the other end goes. Maybe someone with an 18 HP will chime in.

I am going to go out on a limb and say improper carb adjustment. will cause hard start and shaking at idle. read the carb adjustment in the top secret file.

Ya I tried that it did not work for me
Now I just have more problems I am about fed up tired of working on it
I tok it out today could not even start it almost like it wasnt getting gas it would start then stall
