Are you sure that your choke plate is closing tight? I have one of those and there's a little square nylon bushing that the choke lever slides throught that puts friction on the choke lever so that once you let the choke doesn't slide back in and open the choke plate a little, making it hard to start. You need to actually look at the choke plate once you pull the choke and turn it loose and see if it's staying completely closed. Other than that, the only possibility is that your float is adjusted incorrectly and not allowing the fuel level in the bowl to be high enough.
AS to the fuel/oil mix, having a couple of ounces of extra oil will have no effect at all. I usually put a little extra oil in mine.
Starting fluid is not recommended because there's no oil to lubricate your motor while it's running on starting fluid and it can wear on your rings and such. If you have to use something like that, mix up a spray bottle of oil and gas and use that for testing the motor.
Not to scare you, but I personally think if 95lbs. is accurate, then your motor is borderline on compression and that could be why it's idling rough. My '65 18hp has about 125psi. on both cylinders. But I doubt that is what it is. I think it's more likely that your low speed passage is clogged up or you have a vaccuum leak somewhere.
Have you changed your fuel lines and made sure your tank is good and clean? I think something's breaking loose and clogging your low speed circuit up.
