We had ice here in Louisiana once. I think it was called "the ice age." My boat was out for service at the time!
I would not boat in just about any small boat, with two inches of ice. Aside from possible damage to the boat, if you end up in the water because of that damage, PFD or not, you've got about 10 minutes to get out of 30 degree water, before you will be unable to help yourself. Your fingers and hands will become incapable of performing simple tasks and you will have little ability to climb onto a partially floating boat, etc. If there is no one else around to get you out, you will die of hypothermia in about an hour, or less.
Not a good idea, IMO.
