instead of a new thread every 3 minutes ill add to this one......(on a 79' Mariner 70hp) if I was able to remove the top bolt and the fly wheel still isnt coming off, what do I need to do? or is there anything I can do to get it off without a puller?

Reading throught the message boards...I found the answer to that question on the flywheel that might help.
"use a harmonic balancer puller " It was around $20.00 at Autozone if I remember correctly...

I know a pro wouldnt do it my way, so see what they think, I drilled three holes through a piece of 3/4angle iron, the 2 outer holes matched up with 2 of the bolts on the flywheel , the ones close to the center.

I welded a nut in the center hole of the angle , and screwed in a bolt, attach the angle to the flywheel and screw the new bolt down onto the crankshaft

it worked on a 82 mercury, but I guess you need a welder.

If you have an O'Reilly's auto parts check there. There tool rentals are free, you pay for the tool, then when you bring it back they give you your money back. Sweet deal. Thats what I'm doing.

The right tool does the job easily with no damage. Why use any Rube-Goldberg solution?

I think you are basically trying to say ... why re-invent the wheel. There is a tool for the task, so use it. Appears the cartoonist guy was just a joker though.... I mean who would write a book "How to Remove the Cotton from a Bottle of Aspirin" Its funny
