Without the engine running, the gears in the lower unit might not be aligned to shift properly. With the engine running, the gears are moving and shift freely. It is not uncommon to have to move the prop to shift the lower unit, with engine not running.

Neither, that's just the way it is. Try this: Fan your fingers out on both hands. Now put your hands together so as to interlock your fingers. If your fingers bang together, you will have to rotate one hand a bit to get them to go together. Sort of the same way with the gears.

When the motor is running it is not an issue because the gears are spinning and you catch them on the fly.

I forgot to tell you that it would not shift into gear when in the water, thats the reason I took it out to see if I could shift it into forward not running. If it's not going into forward gear while running in water, (reverse is the only gear it will shift into.) what could be the problem?

Did this problem happen all by itself? In other words was it ok one day and bad the next? Did this happen after you preformed maintaince on the lower unit? Working on the water pump or changing the lower unit oil?

I was on the water in neutral , ( it had been working) tried to put in in forward gear and it wouldn't shift into forward. Had to get back to the dock in reverse.

Prop and gear selection is controlled by 3 or 4 different components. Starting with the shift rod connector, about 1/2 way down the starboard side of the exhaust housing under an inspection plate. That connector connects upper and lower shift shaft. Look for two bolt heads. Move shifter in and out of gear and make sure both shafts are moving togeather. Lower shift shaft goes to a shift lever in lower unit that moves a shift dog to select gears. Look and make sure there is a phillips head screw in the bottom housing on starboard side, screw holds shift lever in place. There is a shear pin that goes through prop hub and prop shaft. Remove cotter pin and black prop nut behind propeller to expose shear pin, should be in one piece. While you are at prop, see if there are any little pieces of rubber sticking out between prop hub and shaft, indicating a bad prop hub bushing.
