Volvo 270 Clamp ring question

I am rebuilding a Ford 302/Volvo Penta 270 drive. It is in a 74 Glastron. I pulled out the engine, had it rebuilt, adding new seals and bearings to the Volvo housings. I am now installing the engine and housings through the transom with the two large rings.

My question involves whether a sealant should be used where the clamp ring mates with the housing. I know that the inner and outer rings seal but it seems like water could go in through the bolt holes and leak into the housing. Would form-a-gasket or silicone seal be appropriate where the clamp ring contacts the housing?

Any suggestions?

Sealer isn't necessary, and water will not go into the boat through the bolt holes. They are not through bolt holes.
I do put grease on the bolts, just to keep the corrosion from building up.

Thanks. There appears to be two holes through the clamp ring that appear not to be used. Are they for removal?

Yes, for removal if necessary, there should be of them.
