Fuel hose liners loose in hoses.

Curious if it's as common as I feel it must be, or if I simply got an entire fuel system rigged with bad hose?
I have several outboards with a couple different types of fuel hoses on them and I recently experienced power loss in a merc 25XD while running near WOT. I went over things briefly and found a lack of fuel to be the culprit.
As it turns out, there were several blue fuel lines that have a clear plastic liner inside them that had become loose and flacid inside of the hose jacket. I was actually able to grab the end of a 4ft piece and slide it out of the hose. After replacing the hose all was well.
Anyone else seeing this as a source of fuel issues?

ive seen it a few times. I believe its because the hose was not designed for ethanol which is now added to pump gas. The seals in the carbs also like to melt and turn gummy unless they have been changed to ethanol approved material.

Out of curiosity what brand of hose was that? Was that even rated as being for gasoline? Since ethanol has been routinely added to gasoline for 25 or 30 years now there really shouldn't be a compatibility issue with any fuel hose that's been manufactured anytime in the last couple of decades.
