I ordered an impeller for my FD-20C 1966 20hp Johnson Seahorse they look nothing alike and the old impeller has a slot for the pin on the driveshaft but the new one has a small plastic wedge that fits into a machined space on the inside of the impeller, the new impeller is also a lot smaller, the package says it replaces Johnson-Evinrude 395289 but the numbers I find on this sight are OMC 775518 or OMC 375638, any thoughts?

Somebody clearly sent you the wrong one or you ordered the wrong one. What you got looks more like am '86 than a '66 --OR-- I don't know about his, but there may be a complete pump update and this fits the updated version (??) They did do such an update on the old 5.5 & 6hp motors.

Obviously it isn't going to work, so leave it in the plastic bag and send it back...if you can. And order another one and make sure it is correct before removing it from the factory pouch as well. If the one you got now can't be sent back, sound like a listing for EBay... :noidea:

Good news, NAPA returned the impeller and cross matched the numbers and ordered the correct one.
