1995 115hp evinrude 2 piece starter problem

I have a 1995 evinrude 115hp with a 2 piece starter that spins, but does not engage. Tried cleaning all of terminals and ground connections. New battery (even took back and tested for dead cells). Took starter in and tested fine on rpm's, but he said because it's 2 piece he had no way of knowing for sure. He suggested cleaning 2nd piece and applying light grease he felt it may be dragging a bit. Done same result even though it moves more freely by finger and drops back down easily. Tried adding jumper cables. Spins faster, but doesn't engage. Also an inline fuse in the wiring harness keeps blowing. So do I replace starter/ 2nd piece/ or solenoid... Or all 3. Any advice would be appreciated. Thanks

Are all your battery cable connections good clean and tight. There's a difference between shop testing and when on the motor.

Appear to be... New wire and ends. Wing nuts as tight as I can get them.

When I added jumper cables to the mix...I grounded to engine block ground bolt and hot to solenoid hot bolt. Tried it again. It spins faster, but still didn't kick up. Also there is a little slack in th 2nd piece /gear / bendix assembly... Could the slack be killing the momentum needed to kick it up?

Which engine are we talking about here? OMC produced two different V4 115's that year. The older 90 degree crossflow and the newer 60 degree looper. Different starters. The looper has a reduction gear set in it.

I guess it would be the newer. The starter has a fixed gear on top that matches another gear that offsets the bendix assembly. The model is E115ELEOC.

Is it spinning in the right direction ??-------When / how did thid first happen ?

can you see that the second gear is still on its shaft?

the bendix is on the second "gear"...

on your motor the starter motor just spins....

It's spinning the right direction. And after taking it off and cleaning really good and applying some light grease to the shaft. Turns easily by finger and spinning it reverse to watch te bendix rise by hand. But when trying the key does not want to kick up.

reverse??? from the direction ..it is supposed to be going????...or reverse compared to the starter gear rotation???

maybe there is a keyway connection, missing
