Update.....so today after my marina doped up the bolts they thought we leaking yesterday, I'm still leaking
Had my wife throttle up while I watched and as soon as I hit around 3000 rpm, oil pours out a 1/2 inch section of the valve cover. Then when at idle I can see a faint vapor coming out where the leak occurs

I have seen the oil return holes in the head get plugged up with gunk and cause the oil to pool up inside and leak out the valve covers. Don't know if that is your problem or not. This was a recently rebuilt engine right? If so, I doubt that is your problem. Pull the valve covers off and see if the gasket is defective or pinched or something like that.

So it's coming from the valve cover. So pull that valve cover and replace the gasket..

Dump your marine machanic. Pull the valve cover. It's either bent or you have a flaw in the head were it seals to the valve cover.

OK well, if you want to verify, just slide a straight edge along there while they are off.
