Steering oil cooler condition and pressure check

So the used engine I just installed in my 1987 Cruiser Yacht Holiday 254 does run but when you add steering fluid to the reservoir it gets sucked down and comes back a frothy milkshake. Looking through these forums I suspect the (steering)oil cooler. I took one off of another engine the previous owner seized and here is what it looks like. There is no honey comb structure however I attached a plugged hose on one end and a line with a garden hose in the other and it held, meaning no water coming out through the steering fluid stubs. But being this hollow, is it roached?

Ayuh,.... Welcome Aboard,.... That's what the P/S coolers look like,.....

Yer's probably froze with water in it,....

The Bravo combination oil/ P/S cooler is 1/2 like that, 'n the other half is honey combed, the oil cooler side,....

Two types of 2" power steering coolers. Single tube within tube like you have shown, or a small tube bundle of about 36 1/4" tubes. Pressure test to 150 psi while submerged. Any bubbles, and you have a leak

Thanks everyone. All I had to do was hook up a garden hose to it at the input end and plugged theither end to see water spitting out the smaller fluid hose stub. Good thing my bilge is nice and roomy to put in a replacement.😀
