Evinrude Shakes at Idle in Neutrul, but not in gear...

The 69' Evinrude, runs alright, doesn't like to idle very much. When I started her a few weeks ago, It idled fine, just doesnt like to go very low. Now when I put it in neutral, it "surges" seems like a back and forth sound, every few seconds. Engine shakes alot. I doubt it is normal, and would like to figure out why? When I put it into forward and rev, it funs fine, smooth. Also Id like ot adjust the idle a bit, Im not sure how abouts to do that on this carb.

I had that situation when some clown put a 40HP carb on my 35HP Big Twin. Ran perfect in gear but would caugh every 10 sec in neutral.

I worked on these motors on a daily basis some many years ago.------They are wonderful / smooth running engines if properly set-up.--------Do you have a manual ??

Exactly how fast is not very low? It might be the idle stop is set too high. It is located on the port side of the engine between the lever/grip and the remote control connector.
It could also be misadjusted carb/ignition sync, something to check when your manual arrives.
