Freeing up rust welded trailer tongue jack?

I could have salvaged this jack if I had thought to dig out the 3" of very hard packed dirt at the bottom. Why was there no wheel or steel plate to prevent this?

Wouldn't count on that. The top gears turn the 3/4" gear shaft freely now. It was clearly the worse for wear though. May be best to replace it anyway.
