1991 25hp Mercury won't idle

Hello all,
I got this motor about a year ago. I since rebuilt the carbs, water pump, lower seals and added a remote throttle. The issue now is the motor will not run at low idle, you have to move the throttle lever about half way up to get it running , but then when you shift to forward and WOT it runs like hell. I did take the plugs out several times and noticed their somewhat "wet" with fuel but the spark tests ok on both cylinders .....am I missing something simple?...Any thoughts before she goes to the mechanic for 2 weeks....lol

Got the carbs apart tonight to double check everything...AGAIN...LOL...I'm gonna put it back on tomorrow and I'll try that.

Well just an update...took the carbs off and cleaned them again and it's running pretty good needs some fine tuning though....Interesting side note though, when I was taking the carbs apart I noticed these carbs look like the carbs for 8,9.9 and 15hp based on the service manual pictures...Could these be the wrong carbs or was this something that they did normally? The motor and all other numbers show a 25hp..

run some sea foam through it now to finish cleaning them at 2 oz per gallon, 1 gallon should finish the cleaning, then do the final tuning

the difference is in the jetting and venturi
