Mercruiser 165, wont start, have fuel n spark?

I just got this from a friend, it started and ran last season. i have new points set to .017, new plugs, wires, cap, rotor, coil, and spark. but it wont fire, fart, pop, nothing. not even priming with gas or ether. with ether and spark it should at least fart. maybe my firing order is off? 1-5-3-6-2-4? or maybe my wires are on the dist. wrong? i cant find a image of where #1 should be placed? i was gonna check my ballast resistor but cannot find it.

Mercruiser link #7 is finding TDC on cylinder 1

primary coil tests is 5.89 200 ohm scale, and secondary test is 8.50 on the 20k scale. i cannot locate a spec for this coil.

if you have spark, its not the coil.

to find TDC for #1 cylinder, pull the coil wire, pull the plug on hole #1, put your finger over the hole. crank the motor, when your finger gets pushed off the hole, your near TDC on #1. pull the dizzy cap and look where the rotor is pointing. that is the plug wire tower that should be wired to plug #1

with points, you file the points, gap the points, verify dwell and adjust as required, then install rotor, cap and wires. then fire it up and set timing.

if you have added too much fuel with your "priming" it wont fire. if your wires are off it wont fire.

verified TDC, rotor is dead on
wires are dead on
points brand new dead on
now, how do i check dwell?
the coil write up here says a coil can spark and still be bad so i am lost..

and i just tested power at my coil + side wires, i get 9V for just a few sec. thrn its gone, looks like the ba;llast took a dump gonna grab one n retest still unsure about that coil?

anyone happen to know the range for the coil or if this is ok for a 165?
