1995 Evinrude 2-stroke 200hp fuel issues - looking for advice

Thanks in advance for anyone who comments and makes suggestions.

Took the boat out in late Spring for the first time. Started up great, ran fantastic to the first fishing spot. When we went to run to the next spot the engine would bog down and stall unless I gave it a little choke.

Replace the fuel line in front of the primer bulb, the primer bulb, and fuel line to the motor. Had some water in the fuel filter so I changed the filter and the inline filter. No visible water after that. Changed all spark plugs and wires before the first trip.

Next time out same issue with an added twist of not wanting to start after the first run. Noticed a crack in the primer solenoid valve so I bought the replacement kit from iboats. Not the whole solenoid just the valve, top piece and gasket. Fixed the cold start problem, but the bogging down and stalling continued. As soon as I gave it a little choke to get it out of the bog it ran perfect again.

Checked the VRO for diaphragm cracks and debris. Super clean and in good shape. The one thing that concerned me was when I pressed the diaphragm in, gas would come out the edge of the seal. Is that normal? Do you have to bleed the fuel lines when you take that off to make sure there is no air in the line?

Inspected all the plugs and wires and two of the plugs has some oil leaking from the threads. The seals seemed good, but they were kind of loose so I tightened them up.

Took the boat out this weekend and it started up fine. As it was idling at the dock it felt like it was being starved of fuel. Sure enough the alarm sounded and it shut down. Couldn't get it started again. I feel like messing with the VRO caused that issue or made it more apparent.

I suspected clogged carbs up until the fuel restriction alarm started sounding off at the dock. My next stop is to replace the anit-siphon valve and reinspect the fuel lines for air leaks.

Notes:
- The primer bulb gets hard and only slightly gets soft when sitting between runs. Doesn't suck in or anything like that.
- The oil bulb stays rock hard
- I also removed the batteries to make sure they weren't pushing or sitting on a fuel line
- Before I bought the boat last year the previous owner replaced the water pump, power pack, fuel pump, OVM, and many other parts.

I'm at a total loss. My gut is telling me air is getting in somewhere or I'm still dealing with some bad gas. Looking for some thoughts and advice.

Try running it off a gas can of premix. If it runs ok your have a fuel supply /delivery issue.

If you still have the problem, you've narrowed the problem down to the motor itself.

When was the last time the carbs where cleaned and or rebuilt?

I appreciate the response. Thanks, I'll give it a try. Do I need to run that under load or can I hook to the hose and muffs?

I just bought the boat last July, but the owner said he did upwards of 5k in engine work the year before when he bought the boat. The boat sat in a garage for 5 years untouched so he had them run the gauntlet and replace everything. He does electrical work for the marina so he had them do all the maintenance. Going off that note I'd say it's been close to 2 years.

Update: Took off the hatch cover to get to the fuel tank and eventually noticed it was empty! The gas gauge was still reading half a tank. I thought I was getting some great mileage out of that last fill up.

Could a bad fuel delivery unit cause my bogging out issue?

Don’t know about the bogging but it will trigger fuel restriction alarm. Been there, done that
