the boat i am just finishing up redoing is a 19' galaxie I/O with a merc 165 and a 250 inline 6 cyl. The blower hose for gas fumes was missing and im putting a new one in, i know one end goes to the blower but where does it end? where would it be mounted at the intake end for optimum vapor removal?

Place the blower so it draws air thru the vent thru blower and down into in the bilge. The exit hose should be about the oil pan level or below. Other hoses vary in height. Most vents have places for two hoses, leave at least one of them without a hose on it

The intake side of the blower should have a hose that extends to the lowest part of the bilge, so that it sucks up any gas fumes (which are heavier than air). The outlet side of the blower should have hose that extends to a vent, usually on the back of the transom.

You want to be sucking air from the bottom of the bilge and exhausting it out the vent plate (usually in the transom).

Mine is just a single hose, is that enough? so i just have it lay in the bilge under the oil pan?

The intake lays in the bilge. You also need to have a hose on the outlet side of the blower exhausting fumes outside the boat.

There should be two ports on the boat. While installation of the blower (actually a sucker) is plumbed to one of them to exhaust the fumes/vapor, there should also be another port that allows fresh air INTO the bilge. Ports are normally on opposite sides of the boat.

In most boats, you only need to worry about 2 pieces of air tubing. From the bottom of the bilge to the blower, and the blower to the outside.

Just to add - you can tell which is intake and which is exhaust by the direction of the bevels in the vent. Intake is forward facing to catch air when boat is moving. Exhaust is rearward to vent gas fumes out and away from the boat and riders when blower is on.
