merc 40hp 4cyl pumping water but still overheating

i have a 40hp merc ser # 0G012622, we replaced the water pump and impeller, it pumped water after a minute but the idle was high. we shut it off and adjusted the idle, it got really hot amd an overheat warning horn. also didnt pump out the pee hole again. any ideas?

up past the higher inlets. it spits a lil bit out the exhast

You have to submerge the water pump 3 or 4(some say 6) inches to get it primed, it is located at the top of the gearcase housing,

it was submerged fully. all the way up past where the gearcase splits open

The split has to be at least 4 inches below the surface of the water

it was submerged up past the higher intake slots.
