Does anyone have any idea how I can add Power tilt without spending 100's of dollars?

Find a way to contain a spacer between the tilt pin and the Pivot tube
If you are talking Power Tilt, a CNC unit might do it, but it costs money, and I don't know if it can deal with the Transom Clamps

Yes sorry...power tilt, CNC is very expensive.

Since there was never a Power Tilt offered from the factory, and it is a 48 yr old motor, it is either a CNC, or something you cobble together your self. Whichever way you go it will cost money or time and material

I can see those working on older Mercs, with a metal Top Cowl, but didn't they poke two holes thru the glass cowls on the OMCs?

Nah, in fact we sold several of them for V-4's back in "The Day". Never damaged a cowl.
