25 hp mercury 4 Stroke EFI

25 hp 2006 Mercury 4 Cycle has a fuel issue .I can't get fuel to pump out of the VST .checked high pressure pump seems to be working ok. ,I disconnect the electrical plug on top of the VST ,use jumper wires fuel flows fine.Getting current at electrical connection when trying to start engine.No fuel when Electrical connection is plugged in.Cleaned Filter in VST.
