1995 Mercury 25 Reverse Lock Problem

I've got a 1995 Mercury 25hp S/N#0G235449 with remote controls

The reverse lock is not releasing when I put it in forward gear. From everything I have seen all the parts are intact and nothing is seized up. I just put the washer that slides onto the shift shaft on yesterday because it was missing and I assumed that was the problem. But it's still not working.

This is the reverse hook rod position in neutral and reverse.

The reverse hook rod is still moving but it's not lifting up the claw to unhook from the pin.
Any help would be appreciated.. Thank you

Yes the washer was #30 on the diagrams. Where is the locking pin you're talking about? I never touched anything on the lower unit, just slid it out, put on the washer and put it back together.

The locking-pin you remove to be able to drop the lower-unit. it goes through the shift-rod (#31)
(this is at the bottom of the engine, on the side)

There is a simple linkage just below the carburetor on the port side of the motor(if electric start it is easier to find by removing the starter)

OK that's what I thought you were talking about, I just went out and checked.. It was clipped on but had split down the middle of the plastic clip. And when I popped it up this time it broke in two. So I'm sure it wasn't fully grabbing. I will order a new clip today.

that plastic locking-tap is attached to a s/s pin that goes through the shift-shaft.
even when its not "broken" it is tricky to line-up into the hole; make sure its in before bolting-up the LU

I got the new locking clip on and it didn't help.. The shift shaft locked in well. I can't think of any other reason that it wouldn't be able to lift up the claw...
Is there the hook rod supposed to drop down from the claw as in my pictures. Could it be too long? Maybe wrong rod was put it sometime before? I'm at a loss here.

Update.. I got bored today and decided to experiment a little. I took the "reverse hook rod" out and bent the upper L-shaped end in my vise. So now it is closer to a 90 degree bend. I was thinking it would raise the bottom of the rod up to make contact with the claw instead of hanging beneath it.. and it worked! So I'm sure this wasn't the smartest move but now the lock releases when in forward gear as it should. Thanks again for the help.
