Do the impeller fins need to point a certain way? Also My points came with felt pads. The old points had no pads, are they necessary and if so where do they go.

The coil nearest the front should have an expensive clip under it.----Only one felt needed per motor.----The felt lubricates the cam so that points stay set longer.

Impeller fins. Slide the impeller down the shaft onto the key directly on top of the plate. Put the cover just on top of the impeller. Start turning the shaft clockwise and press down on the cover. It will slide into the cover. Job done.

If it is a new impeller, don't lose any sleep over it. Even if you put it in backwards, the vanes will flip to the right direction when it runs a few minutes. However, this does not mean it is ok to flip a used impeller from the way it ran before.
