2000 Suzuki DF25 lots of water in oil

I have a 2000 Suzuki DF 25 that has been running great after complete carb rebuild.
Last week, while fishing, motor started to bog down. had some trouble starting, as if battery was weak so headed in.
Discovered very white milky oil in crankcase....lots of water, way above normal oil fill level.
Immediately drained crankcase and flushed out with diesel fuel. Boat was run this way for a few hours at troll speed....

Just prior to trip, boat motor was "decontaminated" by wildlife officials before being allowed on the reservoir.
This involves running the motor for about a minute with hot water being applied thru muffs....
Maybe this caused some gasket to fail. Never got an overheat alarm but who knows....

No evidence of water in pistons, spark plugs look great, clean, tan colored.
After reviewing gasket kits, im not sure where to start with finding the leak.
Oil pan gasket still looks good from outside, no obvious cracks in oil pan.

Thermostat stuck open can cause some water in oil by condensation but this seems like way to much for that...
just not sure where to start, diagnostics, etc....Thinking maybe head gasket first but know that its a pretty big job.
Power head removal, timing chain, etc....

Love this motor, mechanically inclined enough to repair, just not sure where to start.
Ordering the shop manual next.

I have the same problem with my 140 Suzuki.. Have it apart for the third time and can't find the problem.. Make sure you follow the repair manual exactly,if you haven't done already..

Yep, there's many 4 stroke motor brands making oil...
