Mercury 3.5 4 stroke help

Evening all. So...first go at anything intrusive with these small merc 4 stroke motors.
just taken the carb off very carefully and this brass collet looking thing is apparently come off something. Not sure where really. Surely not out carb ? Maybe a spacer for long securing bolts ?
Hoping you familiar guys might easily tell an amateur at these new fangled 4 strokes, where it goes ?
ive no manual. Just picked it up as a non runner today.

So I found an exploded view. Looks like it is a spacer for the main through bolts and should be on the intake side of carb. It wasn’t. Presumably one missing from other bolt. Someone has had a go at this before me I think.

Gasket missing too. Jeez !

That's a MFS3.5B motor, right ? Looks as an air silencer collar as seen at left side of the exploded view or a fuel hose protector ? Is it plain or thraded ?
