2017 115 4 Stroke Mercury outboard

I have an issue that is driving me nuts. My 2017 115 Merc outboard 115 HP 4 stroke will not idle for more than 30 seconds. It runs great otherwise. Here is the clincher. I can remove the cover and it will idle perfectly for as long as I wish it to. Remove the cover and idles perfect. Put it back on it dies in a short time. I have checked and cleaned all the air ports in the cover. I even went as far as borrowing a cover from a friend with the same motor. No change. Cover on. Will not idle. Cover off. Perfect. Any ideas. I am about 50 mile from the nearest shop and they are all saying they are running way behind. Please help. I have tried everything I know.

When the cover is off, does it idle at the same rpm as before, when this was not an issue?
Want to know if there is something like the IAC

Can you give it a slight bit more throttle and keep it running?

To help see what parts design components your engine may have as there seems to be a few, Would you happen to have your engine serial number handy?

Yes it does. 800 RPM.. Yes: It will accelerate very well and runs great. Idle is perfect with cover off. Just as new.

Thank you for your reply. Not at this time. It is on a Tracker DLX22 and in the water. Maybe I can call Bass Pro and get it. They were the last to service it.

Maybe running on it's own exhaust.-----How does it behave with the boat moving ?----Or a fuel line pinched with cover on.

My brother contacted a Mercury mechanic in Kentucky and he said it could have an exhaust leak causing it to do just that. I think you may be on to something. Thank you.
