New member/low idle not working

Hello all, I'm new to this forum and I was looking for some help with my 1972 Evinrude 25hp (25253R). I bought it off of someone who just rebuilt the motor, the motor runs good for the most part besides the fact that I cannot idle down any further than the sharpie mark he made on the tiller arm. It is slightly higher than the factory marking for "Shift". Any ideas on how I can fix this or what could be causing it? Going out on the lake tomorrow to use it for the first time this year. Thanks in advance

Your post means very little without pictures or video of it running.-----The markings on the tiller are only a guide.------Do not go too far from the dock until motor proves to run properly

The motor runs fine in normal operation, it just won't go into low speed idle.

There is a throttle idle speed adjustment at the rear if the steering bracket. Back the screw out a bit and use the twist grip to idle down. If idling smoothly, tighten the screw to hold the throttle in place. If idling is a problem, adjust the idle mix screw at the top of the carb.

You may need a carb cleaning.
