Depends on what your ratio drive is and if your speed is being read by a GPS or the boat speedometer

The boats speedometer, currently 7000 rpm @20-25 mph

Your Tach is off. Your motor won't turn 7000 rpm without coming apart. If your not a WOT then my guess is your closer to 3800

If you subtract about 3500-4000 rpm, you’ll be closer to what’s actually happening
