If carburetor was full of fuel it is likely flooded now.------Pull on the cord , check for spark.-----If you have spark , pull cord ( no choke ) till it starts.

Fuel doesn't get into engine to fire it from bulb.plenty of firmness on bulb though.what to do if float and needle are stuck?carb disassembly looks very difficult.motor started before it was set on its top to replace the impeller

Some trouble shooting required on your part !!-----You could put a few drops of fuel in the cylinder through spark plug hole.----Try and start it and report if it " barks " for you.----Carburetors are simple / easy to inspect and repair.

Easy to take carburetor apart for inspection !-----Maybe tap the carburetor with a hammer ( piece of firewood ??).-----When you operate the manual pump you are also testing.-----Fuel MUST flow to the motor ( 3 or 4 pumps ) when you operated the bulb.------If that does not happen something is wrong.
